[Bug 1748583] [NEW] Please backport libsmbios 2.4.0-1 (main) from bionic-proposed

Public bug reported:

Please backport libsmbios 2.4.0-1 (main) from bionic-proposed to trusty,
xenial.

Reason for the backport:
========================
Many platforms have adopted SMBIOS 3.0 tables and can't work properly with the functionality
in current version of libsmbios.

libsmbios also has some memory leaks that are exercised in error
scenarios as a result.

Testing:
========
Mark off items in the checklist [X] as you test them, but please leave the checklist so that backporters can quickly evaluate the state of testing.

You can test-build the backport in your PPA with backportpackage:
Test builds available at ppa:superm1/libsmbios

* trusty:

    Package needs minor modification in packaging to use debhelper 9 instead of 10.
    No other changes needed.
