[PULL][Regression][Disco] Fix kdump for arm64 GICv3 platforms

"efi/arm: Defer persistent reservations until after paging_init()" has
some git conflict resolution markers still present. Makes me wonder how
you tested these ... ;-)

Apologies! I'll correct, retest, and send a v2.
The markers are in the #ifndef CONFIG_EFI section, so that code wasn't
parsed in my test builds.
