When you open a terminal window, just put -fg<whatevercolor> on the
command line.

So it becomes: xterm -fg blue

To change the background use -bg<color>

if you mean gnome-terminal, edit->current profile and select the Tab Colors.

Its very simple.  Open any terminal window click Edit menu and select Current Profile.  Go to tab color and there you can change the font color.
