[SRU bionic LP#1778261 -- increase KVM_MAX_IRQ_ROUTES to allow larger VM instances

Large KVM instances with a lot of devices fail to boot hitting the
kernel KVM_MAX_IRQ_ROUTES limit.  Up this limit to allow such
configurations to boot.

Proposing for SRU to bionic.

Large KVM instances with a lot of devices may hit the kernel
KVM_MAX_IRQ_ROUTES limit.  Up the kernel limit to allow
these configurations to boot.  This has no effect on smaller
configurations.
