[SRU][linux-aws-bionic][PULL] ARM CPU erratum Neoverse-N1 #1542419

To support the latest AWS ARM instance types, linux-aws-bionic needs the
mainline patch set for ARM CPU erratum "Neoverse-N1 #1542419" and its
prerequisites.
