What hardware are you using? Intel or AMD?

Permissions?  Does it work for the root user?

OK just a thought.

I've got an Epson Perfection 2450 Photo that used to operate perfectly
with my AMD desktop computer but now only works with my Atom laptop or
the Atom powered server which it is now plugged into. I can only guess
that somebody maybe 3 years ago broke something in the AMD drivers that
broke the scanner functionality.

My Epson Pefection 4490 worked perfectly on version 16.04 and on Windows 10, my installation is  a dual boot Ubuntu and Win.

I can use the scanner on Win but I got a little more image quality with Ubuntu.

My Epson 4490 scanner works fine using the iscan software from Epson under
16.04.6 (LTS) but cannot now be accessed under 18.04.2 LTS - error message
like: cannot send commands to the scanner.  Check scanner status.

When this problem arose, I installed 16.04 as a dual boot on this hardware
(a vintage Dell Tower Dimension 9100, Intel Pentium(R) 4 CPU 3.00GHz CPU, 4
GB RAM, etc.).  The 4490 scanner works fine when I boot 16.04, but fails as
described in this thread under 18.04.

18.04 seems to have broken something that the Epson driver/iscan uses.
Maybe it's something in the sane pkg?  The version of sane in the 16.04 boot
is :

dmk@lab2:~$ dpkg -l | grep sane
ii  libsane:amd64
1.0.25+git20150528-1ubuntu2.16.04.1          amd64        API library for
scanners
ii  libsane-common
1.0.25+git20150528-1ubuntu2.16.04.1          all          API library for
scanners -- documentation and support files
ii  libsane-hpaio:amd64                        3.16.3+repack0-1
amd64        HP SANE backend for multi-function peripherals
ii  sane-utils
1.0.25+git20150528-1ubuntu2.16.04.1          amd64        API library for
scanners -- utilities

and the version in 18.04 is newer:

dmk@leno:~$ dpkg -l | grep sane
ii  libsane-common
1.0.27-1~experimental3ubuntu2                       all          API library
for scanners -- documentation and support files
ii  libsane-hpaio:amd64                           3.17.10+repack0-5
amd64        HP SANE backend for multi-function peripherals
ii  libsane1:amd64
1.0.27-1~experimental3ubuntu2                       amd64        API library
for scanners
ii  sane-utils
1.0.27-1~experimental3ubuntu2                       amd64        API library
for scanners -- utilities

It's been a while but IIRC,

https://bugs.launchpad.net/ubuntu/+source/sane-backends/+bug/1728012

helped me out, iScan worked as normal user, Simple Scan never really worked for
me

Probably Debian Bug #910103.

See

https://wiki.debian.org/Scanner#issue

and

https://alioth-lists.debian.net/pipermail/sane-devel/2019-June/036829.html

and Message #231 at
