Upload notification email format changes

Hello there!

Due to a request of Matt's (please see
https://bugs.edge.launchpad.net/soyuz/+bug/250820) we are planning to
change the format of the notification emails sent out for package
uploads that are new, waiting for approval or accepted.

The new format was described by Matt here:
https://bugs.edge.launchpad.net/soyuz/+bug/250820/comments/11

Please note that the 'Changed-By:' and the 'Signed-By:' fields will only
be included in the notification email if the respective persons differ
from the maintainer.
This is potentially pertinent to any notification email processing
scripts that you already have or may want to write.

We plan to roll out these changes in the next couple of days. Please let
me know your thoughts.

The scripts that generate the changelog RSS feeds do depends on the
format of these mails, this will break horrifically. If the format as
described in that bug is the final format, I will fix the script to try
and parse that format iff parsing according to the old format fails. I'd
appreciate it if sending mails in this format can be postponed until
tomorrow though so I have some time to do this.

Hello there!

As you've probably seen we are postponing the roll-out of the new
notification email format
(https://bugs.edge.launchpad.net/soyuz/+bug/250820) in order to allow
people to reach an agreement on it.

So far, the logic in question has been revised to attach the original
changes file to the notification email. The (body of the) latter will be
formatted for human consumption while the attachment is to be used by
scripts.

Did we reach an agreement regarding the signature and the subsequent
fields (Changed-By, Signed-By) at the end of the notification email?

Is Matt's specification
(https://bugs.edge.launchpad.net/soyuz/+bug/250820/comments/11) still up
to date and valid?

Those fields represent data which is not included in the changelog format,
so there isn't much precedent.  I don't really mind one way or the other
where the data goes, so long as it's easy to scan visually.
