(small) diff to packaging gude

Karl Goetz
hi all
just a small diff to fix a few typos in teh packaging guide. I also
change the wording of one bit (changed Ubuntu -> Launchpad), and change
the emphisis on 'specification process',
hope they are all legit changes.

Thanks for catching those URL problems. I totally overlooked them. Doh!
I've applied your patches in rev. 3183 . Don't hesitate to send further
patches. Any help is welcome.

WEHat's up w/ the Doc Commit list?  I haven't seen any traffic on any of
these commits and also any other commits that haven't been mentioned on the
list.
